Jackson County Grand Jury Report

The grand jury unanimously returned a No True Bill in its investigation of Nolan Xavier Wells’s death. The report says the cause and manner of death remain undetermined. This page preserves the district attorney’s full 42-image release and video statement.

What the grand jury reported

Unanimous No True Bill

The grand jury did not authorize an indictment in the death investigation. Report image 02.

Cause and manner undetermined

Both forensic pathologists gave that assessment. The report says neither ruled out accidental drowning. Report image 05.

Record reviewed

The report lists 132 subpoenas and testimony from 43 witnesses, along with physical, digital, GPS, phone and other evidence. Images 03–04.

Evidence and later review

The grand jury found no credible evidence of criminal conduct by occupants of the three named boats. It asked that new credible evidence of a non-accidental death be presented to a future grand jury. Images 06–08.

Reading the result: A No True Bill is a decision against indictment on the evidence presented. The report does not identify a definitive mechanism of death. These are the grand jury’s findings; the attached letters and emails are separate correspondence in the public release.
