A claim-level review of the July 31 working analytical report associated publicly with the United Cajun Navy material in the Nolan Wells case, including Exhibit A3, filename 31656.jpg. The complete 22-page report is preserved below. The PDF itself does not name its author or submitting organization, so that provenance remains a separate question.
The report inventories supplied photographs, five MP4 files, map points, social-media screenshots, and source annotations. It includes a working chronology, vessel matrix, coordinate comparison, timing cautions, recommended evidence requests, and appendices. Its cover explicitly describes it as a working analytical report rather than a law-enforcement finding.
Preservation authenticates the archived bytes and what the report says. It does not independently authenticate every image label, social-media claim, displayed clock, vessel identity, movement time, or analytical conclusion inside the report.
Central finding
A source annotation is not a verified identification.
The report describes “Warren on Palm Beach” as a label supplied by a source or uploader. It expressly treats the label as not an independent facial identification and gives it only “moderate” weight for source identification. No named annotator, recognition basis, authenticated occupant roster, or independent confirmation is disclosed.
Accurate public wording: “An unidentified source annotated the person as Warren Hudson, but that identification remains unverified.”

The report reuses Katelynn Brochard’s scene photograph for a vessel comparison.
Figure 6B places the same scene photograph beneath an earlier source image and overlays labels for Palm Beach, Triton, and Boat #3. Figure 10 later reproduces Brochard’s statement that her group was parked beside the group and Nolan was not in sight when her group left at 7:30 PM.

The report itself describes the 7:30 statement as a potentially useful negative observation only after exact vessel position, visible area, duration, and recognition are established. The official Nancy Grace YouTube episode preserves a clean full-screen panorama from approximately 16:18.5 through 16:48.9. It directly shows shallow water, a dense crowd, multiple center-console boats, the tied-boat area, and several nearby camera viewpoints. An August 21 Taylor & Cox / Taylor Dykema letter publishes higher-resolution stills and states that its page 6 images show Nolan amidst the group at approximately 1:55 PM. The site video remains user-initiated and does not autoplay.

“Moderate” is not defined as a percentage and is not a finding that the face itself can be identified.

The report recommends interviews, an occupant roster, GPS records, and original media because the photograph does not independently establish the identity.
Chronology and independence
The creation and submission date of the A3 label remains unknown
Warren’s Officer Tatum interview was publicly released. This matters because a later annotation could reflect information already circulating publicly.
The UCN report is dated. That shows A3 was apparently included in the working package by then; it does not establish when the photograph or label was submitted.
The report provides no A3 receipt date. A July 28 metadata reference applies to five MP4 files, not to 31656.jpg, and cannot date this image.
The key independence test is whether the label was created before Warren’s public account by someone with firsthand knowledge, or afterward by someone interpreting blurry media. The current packet does not answer that question.
Mistake versus intent
A possible false identification is not evidence of a knowing lie.
The visible image is poor for person identification: the figure is partially cut off, the face is unclear, and the slide appears to use a zoomed screenshot. A sincere source could have relied on personal recognition, clothing, context, a clearer original, information from another person, or later public reporting. Because the source and basis are undisclosed, the archive treats the label as plausibly sincere but evidentially weak. It does not accuse the source, UCN, or any named person of deception.
